Binance, a renowned global blockchain ecosystem and the biggest digital asset exchange in terms of trading volume and users, is seeking a seasoned executive to spearhead the expansion of its licensed payment operations in Kazakhstan and the wider CIS region. The role entails engaging with regulatory bodies, securing necessary licenses, and developing the local licensed business into a compliant and operational entity.

Responsibilities

Leading the licensing initiative with Kazakhstan regulators, including application preparation, regulatory discussions, sandbox involvement, and establishing local licensed structures
Establishing a fully functional local licensed business through governance development, management structures, internal policies, staffing, and necessary functions for maintaining compliance and audit readiness
Acting as Binance's senior local representative to Kazakhstan authorities to manage regulatory communications, examinations, inspections, and reporting obligations
Managing government relations, cultivating ties with officials, policymakers, and industry associations to advocate for favorable regulatory conditions for licensed digital asset payment providers
Establishing and overseeing compliance, AML/CFT, and risk management functions in line with regulatory standards while ensuring ongoing compliance and audit readiness
Ensuring smooth day-to-day operations of the local licensed business, such as safeguarding funds, regulatory reporting, audits, incident handling, and business continuity
Collaborating with Binance teams on payment, legal, and compliance matters to align local practices and secure approvals for products and services
Hiring and leading a local team focusing on compliance, risk, regulatory affairs, and operations

Requirements

Minimum of 10 years in senior roles within payments, banking, or fintech, with expertise in regulatory affairs, compliance, or operations; including C-level experience in securing payment licenses and managing a local PSP in Kazakhstan
Demonstrated experience in obtaining and operating under NBK licenses, knowledge of Kazakhstan payments law, NBK requirements, and the AIFC/AFSA regulatory framework
Established relationships with Kazakhstan regulators and ability to lead licensing discussions at senior levels
Proficiency in establishing and managing a regulated financial entity, including governance, controls, staffing, and readiness for compliance
Impeccable skills in compliance, AML/CFT, and risk management in a regulated financial environment
Experience in managing ongoing obligations of a regulated business, including reporting, audits, safeguarding, and outsourcing
Ability to pass fit-and-proper assessment for a senior regulated position
Strong leadership and team-building abilities to collaborate effectively in a dynamic global environment
Proficiency in Russian and English, with a preference for Kazakh language proficiency
