My specialisation is iOS development with Swift, but as startup CTO I'm also able to design simple backend (PostgreSQL database + PostgREST API) and mobile frontend for iPhone/iPad.
Can do Android version with Flutter afterwards, but this is recommended only after initial iOS version is launched and investment is secured, as investor metrics, such as customer lifetime value to customer acquisition cost (LTV:CAC) ratio is much better on iOS vs Android.
