Team Lead — Compliance Monitoring, Assurance & Testing (CMAT)
The role involves leading the Compliance Monitoring, Assurance & Testing (CMAT) team at Binance ADGM. The Team Lead is responsible for developing and implementing a compliance monitoring and assurance program that ensures adherence to regulations set by the ADGM Financial Services Regulatory Authority (FSRA) and relevant UAE federal requirements.
This is a senior leadership position responsible for designing and conducting controls testing, reporting findings, and ensuring compliance with regulatory requirements.
Responsibilities
Compliance Monitoring & Testing Programme
Develop and update a risk-based Compliance Monitoring & Assurance Plan (CMAP) based on risk assessments and regulatory changes.
Conduct control testing across various areas including AML/CFT, market abuse, client-asset protection, and technology governance.
Implement a full-cycle assurance methodology including root-cause analysis and tracking of remediation efforts.
Conduct in-depth reviews focusing on regulatory priorities such as transaction monitoring and market abuse prevention.
Regulatory Alignment (FSRA)
Ensure monitoring activities align with FSRA rulebooks including AML/CFT, Conduct of Business (COBS), General (GEN), Prudential (PRU), and Virtual Asset framework.
Support the Compliance Officer and MLRO in maintaining effective oversight.
Manage documentation to meet FSRA information requests and inspection requirements.
Stay informed about regulatory changes and update plans accordingly.
Findings, Reporting & Escalation
Prepare detailed assurance reports with clear findings and action plans.
Manage a framework for issue resolution and escalate high-risk items appropriately.
Present monitoring results to relevant committees and auditors.
Collaborate with Internal Audit and external auditors to ensure comprehensive coverage.
AML/CFT & Financial Crime Assurance
Test the effectiveness of various processes including CDD/EDD, KYC onboarding, transaction monitoring, and suspicious activity reporting.
Verify controls related to Targeted Financial Sanctions (TFS) and asset-freezing.
Leadership & Team Management
Lead a high-performing team by setting standards and providing guidance.
Promote a culture of challenge and integrity within the team.
Ensure effective resource allocation and timely delivery of tasks.
Governance & Continuous Improvement
Maintain CMAT policies and documentation standards.
Introduce automation and data analytics to enhance monitoring efficiency.
Incorporate feedback into process improvements and training initiatives.
Requirements
Essential
7–10+ years of experience in compliance, assurance, or regulatory supervision within financial services, preferably in crypto/VASP environments.
3+ years of leadership experience in a second-line or audit function.
Strong familiarity with ADGM FSRA rulebooks and UAE AML/CFT regulations.
Proven track record in developing and executing risk-based compliance monitoring programs.
Proficient in AML/CFT and financial crime control testing.
Excellent written and verbal communication skills.
Desirable
Certification such as CAMS, CGSS, CRMA, CIA, ACCA/ACA, ICA, or equivalent.
Previous experience in regulated crypto/VASP or high-growth fintech sectors.
Proficiency in data analytics, SQL, or audit-automation tools.
Knowledge of the Arabic language (advantageous).
