Responsibilities:
Circle seeks an accomplished leader for its Global Investigations Operations team, entrusted with overseeing financial crimes investigations operations. This includes managing a team of specialized investigators, enhancing transaction monitoring workflows, and coordinating escalation procedures. The team's duties encompass reviewing alerts from transaction monitoring systems, investigating suspicious activities, and preparing SAR filings across jurisdictions where Circle operates. The role involves close collaboration with cross-functional departments like Compliance, Legal, Data Science, and Enterprise Risk Management to ensure the efficacy of the investigations program and adherence to the highest operational standards. The ideal candidate should demonstrate robust investigative skills, proficiency in operational design and execution, and agility in implementing changes leading to desired outcomes.
Responsibilities Include:
- Driving the strategy and execution of the Investigations Operations program to meet regulatory requirements and risk standards adequately.
- Managing alert review, investigations, and SAR filings for various global entities within Circle.
- Leading teams overseeing global investigations ensuring adherence to best practices.
- Providing analytical support in investigations, critical decision-making, and challenge to case recommendations.
- Collaborating with the Financial Crimes Compliance team to enhance FCC programs, maintaining regulatory compliance, and enhancing the customer experience.
- Monitoring transaction monitoring rules' effectiveness and optimizing review efficiency.
- Developing, implementing, and reviewing policies and procedures ensuring compliance with internal, legal, and regulatory standards.
- Analyzing patterns in alerts, addressing emerging risks through adaptable program adjustments.
- Creating and managing various reporting metrics for internal reviews and strategic planning.
- Staying updated on regulatory developments in the cryptocurrency industry to maintain robust control mechanisms.
- Fostering a culture of compliance and operational excellence within the investigations teams.
- Representing the Compliance program to regulators, examiners, and auditors during reviews.

Requirements:
- Minimum of 12 years AML/CTF transaction monitoring or similar investigative experience, including at least 5 years of team management.
- Compliance background in banking, consulting, or cryptocurrency industry with RegTech or Fintech experience preferred.
- Outstanding investigative capabilities, strong problem-solving skills, and ability to lead global teams efficiently.
- Advanced knowledge of payment methods, transaction types, and SAR filing requirements.
- Proficient in blockchain analytics tools and financial crime typologies.
- Excellent communication skills translating complex issues effectively to technical and non-technical audiences.
- Experience in project management, stakeholder collaboration, and adapting to industry changes promptly.
- Relevant certifications like CAMS, CFCS, or CFE are beneficial.
