Job Summary:
As the Vice President, Policy and Regulatory Strategy, EMEA, you will play a crucial role in Circle's global policy and communications team. Working closely with legal, compliance, finance, and other teams, you will be responsible for understanding and engaging with key regulators in tier 1 and tier 2 markets. Your primary focus will be on driving analysis, regulatory filing, and engagement to secure company licensure and operations in those markets. Additionally, you will lead regulatory and policy engagements globally to ensure a favorable market and regulatory environment for Circle's products and services. As part of your role, you will also track the global policy, regulatory, and market acceptance of digital currencies, blockchain-based payment systems, and crypto-assets, providing essential insights for market expansion, regulatory engagements, and competitive positioning.
Key Responsibilities:
- Develop a regulatory engagement plan, stakeholder mapping, and market segmentation based on the company's market expansion and growth targets, particularly in tier 1 and tier 2 markets.
- Review legal, regulatory, and licensing requirements in target markets alongside the legal, compliance, and operational leaders.
- Lead market expansion and regulatory efforts globally, with priority given to tier 1 and tier 2 markets.
- Create reporting metrics, dashboards, and decision support resources to track licensing, compliance, and regulatory requirements related to digital assets and payments in key markets.
- Draft public responses, including requests for information, comments, and other engagements with external stakeholders.
- Manage a dynamic global strategy, policy, and communications team to foster a favorable market environment for Circle's products and services.

Qualifications:
- Over 15 years of experience in legal, policy, regulatory, and policymaking roles related to emerging technology, financial services, and global markets.
- At least 10 years of management experience in a regulatory or policy-focused role.
- Strong technical expertise, policy instincts, and relationships with high-level government officials, policymakers, and regulators involved in shaping the future of money and payments.
- Demonstrated knowledge of regulatory engagement in the payments and financial services domains at both strategic and technical levels.
- In-depth understanding of UK policies, regulations, legal requirements, and licensing pertaining to payments, digital currencies, crypto-assets, and blockchain-based markets.
- Experience or familiarity with Slack, Apple MacOS, and GSuite.
